There are seven members of the Board of Education who are elected to serve four-year terms. One candidate is elected from each of the six districts, along with one at-large representative. Candidates are elected on a nonpartisan basis. The Superintendent is appointed by the Board and serves as Secretary to the Board.
Each board member must fulfill the legal requirement to receive a minimum of twelve hours of training every two years. All board members must receive a minimum of two hours of ethics education within twelve months after initial election or appointment to office and again within twelve months after each subsequent election or appointment to office. This education must address the laws and principles that govern conflicts of interest and ethical standards for local government officials. The Superintendent shall maintain records verifying that each board member has participated in the required ethics education. The ethics education required under this paragraph may be counted towards the biennial twelve-hour training requirement. Unless otherwise approved by the Board, such training must be provided by the following entities: the school system, the North Carolina School Boards Association, the National School Boards Association, the School of Government or the Department of Public Instruction. If a board member wishes to receive training credit or be reimbursed for attending training offered by another entity, he or she must obtain approval from the Board. Funds for participation will be budgeted annually, and reimbursement for expenses will be made in accordance with law and applicable Board policy.
Regular Board meetings begin with work session updates and a closed session, typically starting at 4:00 p.m. The general session begins at 5:30 p.m. Meetings will be held in the Minitorium, located at BCS Central Services, 175 Bingham Road, Asheville, NC 28806. NOTE: Meeting dates are subject to change. The Board of Education does not conduct a regular monthly meeting in July.

Public Comment
The Board does not hear public comments at special called meetings or work sessions. Public Comment - Regular Meetings: Individuals who wish to address the board may sign up at Regular Board meetings. There is a time limit of precisely three minutes for public comments.
